February 04, 2022 : Utilization of High Value & Lifesaving Drugs
Considering the current upsurge in Covid Pandemic situation & in continuation to the previous circular on Procurement of medicines where it has been informed to maintain Re-Order Level and Buffer Stock of all lifesaving drugs.
It is further informed that proper utilization of all high-value & lifesaving drugs is most necessary for the delivery of medical care and services to all patients at ESIC Medical Colleges/Hospitals.
To ensure proper utilization of such High Value & Lifesaving Drugs as Monoclonal antibody injections, Anti-biotics, Anti-viral, Anti-coagulants, and so on, the following steps should be strictly followed at all ESIC Medical Colleges/Hospitals:
- Drug procurement should be based on requirement and as per the number of patients.
- Re-order level and Buffer Stock should be monitored & supervised daily to prevent stockout situations.
- All drugs purchased through DG ESIC RC/other sources should be mandatorily entered online to the Dhanwantri module.
- Local user units like wards/ICU/OT etc. should indent such high value & lifesaving) drugs through online mode only & shall further issue online to nursing substations.
- High Value & Lifesaving Drugs should be prescribed online by the Doctor on duty.
- ANS/Senior Nurse should maintain a record of consumption of High Value & Lifesaving Drugs at all local user units in each shift with details of patients, quantity, batch no., expiry, etc. Keep empty vials of such high-value and life-saving drugs for physical verification by the doctor on duty the next shift in the treatment case sheets and consumption register.
- Discarded vials of such identified drugs should be returned and maintained to the register and counter-checked daily by the DNS/designated authority before discarding.
March 11, 2021 : Time Relaxation in Contribution
On March 11, 2021, the Employees State Insurance Corporation (ESIC) issued a circular allowing for a one-time relaxation in the contributory condition for receiving medical benefits, including SST.
Given the potential difficulties that such beneficiaries may face, it has been decided to grant a one-time relaxation in the eligibility criteria for ESI contribution while determining eligibility for medical benefits.
Furthermore, it is assumed that the contribution was made for the contributory period of April 1, 2020, to September 30, 2020.
It was with no interruption in the contribution of funds to the ESI scheme during this period.
March 8, 2021 : Conveyance Allowance is not employee's wages.
According to the Hon'ble Supreme Court's judgment, ESIC has issued an internal circular stating that the conveyance allowance shall not form part of the employee's wages.
ESIC vs. Texmo Industries
It was found that the ESI contribution is not taken towards the conveyance allowance or traveling allowance paid to employees (special leave petition (c) No.811/2021).
Conveyance allowance will not cease to be a traveling allowance simply because a fixed sum was provided along with salaries in accordance with the terms of the employment contract.
It makes no difference whether the allowance is paid regularly or irregularly depending on the exigencies.
The type and purpose of the allowance are important considerations.
ESIC has decided to implement the judgment as of the date it was delivered by the Court, which is March 8, 2021. As a result, the conveyance allowance and travel allowance are no longer required for the purpose of ESI contribution as of this date.
